What does this Woking parking sign mean?

We saw this parking sign in Woking last week. What on earth does it MEAN?  It is obvious that SCC has only the most rudimentary communication skills.  Surely these signs should be intelligible to all by being clear and unambiguous.

Does this mean that you may only park between 9.30 and 11.30, that all other times are forbidden?  Can anyone park – with or without a voucher between those times? Do you only need a voucher between 9.30 and 11.30?   In what ways are those hours special?

Given that the Area 5 is a long way from any shop what does one do about a voucher?

I have written to Mr David Curl at SCC to ask if he knows what it means. I will let you know.

Are we being dense about this – or is it symptomatic of SCC’s whole attitude ‘lets make life really impossible for the residents’?
