Response to FOI request to @WaverleyBC

On the 5th October 2012, I wrote to Robert Anderton, Head of Environmental Services, Waverley Borough Council.

In the car park review that was reviewed by the Executive on Tuesday you gave a breakdown for the ticket sales by hour for Chestnut Avenue car park.

Would it be possible to view the transaction details for the High Street/Waitrose car park in Haslemere for 2011 and 2012 (ytd), hour by hour please.

Also, I cannot find on the Waverley website information regarding the costs of enforcement versus revenue gained via PCNs. Please would you kindly supply this information for all Haslemere car parks.

I received a reply yesterday.

I am writing in response to your request for information relating to Haslemere car parks.

At present we only hold data for High Street Haslemere from August 2011 – June 2012 . I have attached a spreadsheet which shows the amount of transactions  hour by hour over this period.

The parking contract provides a complete service covering cash collection, counting and banking as well as enforcement for all the Council’s car parks.  It is not possible to isolate the enforcement costs over specific car parks as you have requested.

Contractual information is exempt under Section 43 of the Freedom of Information Act.(Commercial Interests)  Section 43 is a qualified exemption and subject to the public interest test laid down in Section 2(2)b of the FOI Act.  In this case the Council is satisfied that the public interest in witholding the information outweighs the public interst in disclosing it.

I would like to add that we are satisfied that the costs are covered by the income received.  It should be borne in mind that the primary purpose of enforcement is to encourage compliance with Pay and Display requirements rather than to issue Penalty Charge Notices.

In the event you are dissatisfied with the handling of your request, you have the right to ask for an internal review, which will be carried out by a separate Council Officer.

So. let’s look at the data response…

Well. that’s odd. In the Car Park Review – Outstanding Items that was reviewed by the Executive Committee in October 2012, there is a table for the High Street car park showing the net change in percentage revenue for the months February – July 2011 versus February – July 2012. If Waverley Borough Council does not hold data prior to August 2011, I wonder where these figures came from?
