We are a group of residents neighbouring the new Witley CRC and reading your account in the local paper, and the letters, was like déjà vu for us. For three years we have suffered the sort of arrogance, ineptitude and autocratic behaviour that you have experienced in your dealings at SCC.
We are writing to you because we felt it was important for you to know that we complained to the SCC about lack of statutory consultation procedures by Surrey planners regarding the plans to redevelop the Witley CRC. Our complaint was not only upheld by SCC but also the Local Government Ombudsman and Surrey had to promise to observe consultation procedures in the future. This was two years ago and it seems apparent to us that this commitment has not been kept.
It is of no concern of yours but you may be interested to know that Sita’s proposal (they are the developers) knowingly omitted mention of statutory environmental conditions on the site, including old, unlined landfill and methane contamination sufficient to, if ignited, blow up the whole neighbourhood. The LGO found that they did this knowingly but failed to reprimand them. What this means, of course, is that the new development is illegal. SCC know this but have carried on ignoring planning laws with total impunity. Our councillors at county and district level failed to mention flood risk objections and seriously misrepresented the views of local people to the planning and regulatory committee. It was only then that we realised that what we originially thought was incompetence on the part of Surrey was actually a deliberate and successful attempt to waive aside all the procedures that exist to ensure that the planning system is conducted democratically.
I think you may wish to pursue a complaint about lack of consultation. I am a member of the Witley and Milford Environment Action Group.
